Have an outing with your daughter to pick her own puppy! Have her volunteer at a shelter for a while to help learn to care for the puppy while she's waiting. Enroll her, and the pup, in puppy school when the time comes. Start her off on the right foot (paw?) toward being a responsible dog owner! Sorry, I don't see why one HAS to have a dog by a certain date.
